About us: one shared toolbox for everyone working towards Zero

The Vision Zero Toolbox and Community were set up in 2023 by Co-Pilot Group. Here is where the idea came from, who is behind it, and how the work is recognised.

Why one shared toolbox

The idea came from decades of making resources for the people working towards Vision Zero. Whoever commissioned a resource also took on its maintenance and its evaluation, and the time that took came straight out of the capacity to deliver it thoroughly and effectively. With interests that overlap so widely across the sector, one shared toolbox seemed to make sense.

It works like a streaming subscription. One annual membership gives access to far more than any one organisation could commission, and maintenance, evaluation and keeping things current are taken care of. The Community grew up around it: a place for the people who use the resources to share what works, learn from the researchers behind them and ask each other for help.

Recognition: awards and evaluation

Resources are evaluated properly, by independent behavioural scientists, against control films and established campaigns - and the results are published to members.

  • Highway Code campaign - randomised controlled trial of 250+ drivers: significantly outperformed two control adverts, including the Department for Transport's own, with knowledge gains still there weeks later. Highly Commended, Prince Michael International Road Safety Awards 2025
  • Gambling Tommy - 277 young men aged 18 to 35: significantly raised perceived risk of harming someone or being caught, out-engaged the control film, and matched the THINK! advert on recall while generating more sharing
  • ScootSmarter - statistically significant gains in knowledge of e-scooter law, sustained at follow-up, and rated significantly more engaging than a comparable film. Highly Commended, Chartered Institution of Highways and Transportation 2025
  • Speed Impact Banner - evaluated by Dr Jonathan Rolison: statistically significant comprehension gains on speed and impact severity, and judged the most appropriate for public display of all the conditions tested
  • HazardSmarter - built on ESITU Solutions' peer-reviewed hazard prediction research
