Highway Code - Part II
Keeping the public up to date with changes to the Highway Code remains a core challenge for road safety teams. This short, mobile-first film is designed to support that effort by showing that change is nothing new - and helping drivers see the latest updates as part of a wider evolution in safer road use.
Showing change in context
This campaign takes a new creative direction. Instead of focusing solely on the 2022 changes, it positions them within the longer arc of progress.
By placing the recent changed in this lineage, the film helps viewers understand the "why" - not just the "what." The final scenes walk through the key new Highway Code rules using footage from the original Prince Michael Award Winning film, demonstrating the specific changes that came in 2022.
What’s included
Mobile-first vertical film: Perfect for Instagram Reels, TikTok and YouTube Shorts, where the majority of younger drivers now consume video. It can also be used offline in presentations and on vertical display screens.
Logo branding: Your organisation’s logo can be added to the end of the film.
12 month licence: Use the campaign across owned channels and share with local partners during the licence period.
Behavioural goals and impact
The intervention is designed to:
Improve understanding of the latest Highway Code changes
Position these rule changes so they are viewed alongside behaviours that are often taken for granted such as wearing a seatbelt, or not drinking and driving
Remind drivers that they must now yield to pedestrians at junctions
Reinforce correct overtaking distances and speeds
Encourage habitual mirror checks and behaviour that protects cyclists going straight ahead when vehicles are turning left at junctions
Using the COM-B model, the film supports psychological capability and reflective motivation, while leveraging social modelling and framing to show compliance as the norm.

Usage: Unlimited use during the licence period. Videos posted while the licence is active can remain online in perpetuity.
