Highway Code campaign (social)
A short, mobile-first companion to the Highway Code campaign. It shows that the Code has always changed - seatbelts, drink driving, mobile phones - and places the 2022 rules in that line.
What it is
Instead of focusing only on the 2022 changes, this film puts them in context: change is nothing new, and the latest rules are the next step in a long evolution of safer road use. The final scenes walk through the key new rules using footage from the award-winning original film.
It is made for Instagram Reels, TikTok and YouTube Shorts, where younger drivers watch video, and works on vertical display screens and in presentations too.

Behavioural goals
Using the COM-B model the film supports psychological capability and reflective motivation, and uses social modelling to show compliance as the norm: yield to pedestrians at junctions, overtake at the right distance and speed, check mirrors for cyclists going straight on.
